The Ministry’s Support Agencies
In order to work more effectively and enhance efficiency, the Ministry of Infrastructure Development has more than 15 supporting agencies that complement the Ministry’s effort in providing good services to the Tanzania public. Some of the supporting agencies are as follows:
- Tanzania National Roads Agency (TANROADS):
- Tanzania Airport Authority (TAA):
- Tanzania Government Flight Agency (TGFA):
- Tanzania Electrical, Mechanical and electronic Services Agency (TEMESA).
- Surface and Marine Transport Regulatory Authority (SUMATRA)
- Tanzania Civil Aviation Authority (TCAA).
- Tanzania Railways Ltd (TRL)
- Railway Limited (TRL) up until to August 2007.
- Tanzania Zambia Railway Authority (TAZARA)
- Tanzania Port Authority (TPA)
- Road Fund and Road Fund Board
- Tanzania Metrological Agency (TMA):
- Tanzania Building Agency (TBA)
The Ministry of Infrastructure Development was established in January, 2006 by the President of the United Republic of Tanzania Hon. Jakaya Mrisho Kikwete following a merger of the Ministry of Communication and the Ministry of Transport.
Key Roles and Functions of the Ministry of Infrastructure Development
As stipulated in the government instrument, the roles and function of the Ministry of Infrastructure Development are as follows:
- To formulate policies, plans and strategies towards development, upgrading, and management of the construction sector covering short, medium and long term.
- To setting standards and monitoring of quality compliances in construction, rehabilitation and maintenance of roads, ferries, bridges, airport, ports railways and government buildings.
- To monitor and supervise construction work, rehabilitation and maintenance of roads, ferries, bridges, airports, ports, railways and government buildings.
- To supervise and monitor preliminary and detailed designs of trunk and regional roads.
- Plants, ferries refrigerator and air-conditioning systems and electronic equipments.
- Supervision and management of procurement for the government procurement, storage and distribution of offices supplies to ministries, government institution and regions, and to provide materials management personnel to all central government stores.
- To clear and forward government cargo.
- Monitoring, supervision and coordination of various activities of agencies/parastatal, boards and institution which are under the Ministry of Infrastructure development.
- Sourcing of internal and external funds for financing of various projects under the ministry.
- Supervision of axle load control and transport safety.
- Human resources development for ministry rmployees at all level.
The Vision
To have high quality, efficient, cost-effective and self sustaining construction industry, transport and meteorology infrastructure and services that adequately improves social-economic development of Tanzania by the year 2025.
The Mission Statement
To facilitate provision of an economic, safe and reliable construction industry, transport and services, meteorology, electrical and mechanical services, government building and scores that meet the needs of the public through development and implementation of appropriate sector policies, strategies and standards.
The Ministry’s Major Policies and Strategies for the Period 2009/10 to 2011/12
In order to achieve the vision, mission and the objectives stated above, the following policies and strategies will be adopted for the next three fiscal years 2009/10-2011/12.
- To streamline and strengthen institutional frame work by reviewing institutional functions and taking the necessary measures.
- Priorities maintenance, rehabilitation and news construction activities.
- Establish sustainable mechanical for financing infrastructure development and maintenance programs.
- Building capacity in the ministry and all agencies involved in infrastructure development.
- To calculate the people with the culture of infrastructure rehabilitation and maintenance through mass media e.g. radio, Tv and newspapers.
- To conserve the environment for the benefit of present and future generation and produce guidelines for environment protections.
- To streamline transport and meteorology legislations with a view to make them conform to regional perspective.
- To mobilise rural communities to carryout self-help activities in construction, rehabilitation and maintenance of infrastructure through optimum use of domestic resources and labour based technology.
- Promote private sector participation such as local consultants, as contractors in design, construction and maintenance of infrastructure works.
- Privatisation of parastatal, commercialisation of government commercial entities and contracting out non core functions to private sectors.
- To increase the availability and reliability of plants and equipment so as to create a competitive market for plant and equipment hire, for infrastructure construction and maintenance.
- To develop management systems and quality assurance documents for infrastructure development to ensure compliance to standards, specification and cost effectiveness.
- To promote more effective use of human resources through training.
- To mainstream gender into sector policies, plans and budgets.
- To intensify fight against HIV/AIDS by conducting awareness campaigns, providing publications on HIV/ AIDS and assisting the affected persons morally and financially.
- Enforcement of axle-load and vehicle weight regulations and strengthening of safety programme to reduce loss of life and properties due to transport accidents.
- Promote use of appropriate technologies in transport infrastructure, construction and maintenance activities.
- Enhancing the capacity and effectiveness of professional and regulatory institution under the ministry.
- Improve reliability of ferries by increasing the size of ferry services fleet and reducing the rate of breakdown.
- To improve reliability of meteorology services by providing weather forecasting equipment.
- To create enabling environment through provision of necessary working tools and increasing incentive packages to employees.
- To accord a high priority in transport infrastructure development and increase involvement of private sector and local communities.
- To make good governance an instrument for the promotion and realisation of development, equity, unity, peace and involve public in the war against corruption and other vices in society.
- To ensure that foreign funds disbursements are fully captured.
- To improve service delivery in the ministry by implementing Public Management Systems (PMS).
